How do I get a transit visa on Beijing capital airport if my layover is for 21 hours?

I have an Indian Passport and a U.S student visa. I am travelling from U.S to India via BJ. I have a layover of 21 hours (overnight stay) in BJ. If I want to go out of the airport for sight seeing, how do I apply for the transit visa?
