No, you don't need a visa because your layover will be covered by 24 hour visa free transit in Shanghai.
Anyway, having just 1 hour of layover in Shanghai is very risky because it is very hard to catch the connecting flight within the mentioned time frame. I hope you have bought your entire journey on a single (through) ticket probably by China Eastern. If so, you can travel with relative peace of mind because China Eastern will be responsible for your connecting flight and you can also rely on possible next flight on China Eastern for free in case of inability to connect to your planned onward flight to Seoul.
