Does following itinerary qualify?

Taiwan - Hong Kong (stopover) - Chengdu - Taiwan

Your itinerary, assuming that you don't have any additional stop of any kind, is definitely eligible for 144 hour visa free transit in Chengdu. As far as Chinese immigration is concerned, your itinerary is:

Hong Kong - Chengdu - Taiwan

In other words, only the immediate points before and after your Chinese destination matter.
