Recent practice shows that Malaysian citizens are eligible for Shenzhen visa only in case if they have been granted a Chinese visa previously by embassy or consulate. Anyway, I cannot rule out that you maybe can obtain Shenzhen VOA upon arrival even in case if you have not been granted a Chinese visa previously. You have to be aware that for certain citizenship, Chinese VOA rules or better to say attitudes change on daily basis without previous announcement.
In any case, even if you have been granted a Chinese visa previously, I definitely suggest you not to try the option with a flight to Shenzhen because it is such a great chance that you will be denied boarding because VOA is by definition always something you can get, but in the same time you can also be rejected and the airline will be more than reluctant to have you as a passenger not knowing what will happen with your visa application upon arrival in Shenzhen. Please, do yourself a favor and obtain a Chinese visa in advance or at least fly to Hong Kong and then apply for a Shenzhen VOA on the overland border crossing.
