About:240-Hour Visa-Free Transit

Cebu to Shanghai to Cebu within 72 hours

My destination airport is the same as the originating airport. Is there any way to still qualify for the hassle free 144hour visa?

You must be in transit to a third country to travel visa-free.

As mentioned by Saul, there is an imperative for a third country. You can do this by introducing Hong Kong:

Cebu - Shanghai - Hong Kong - Cebu.

Fine for 144 hour TWOV.
