Can a foreigner watch the parade?

I work in Beijing and was wondering if I can watch the parade on October 1. How can I do it and ensure I get a good spot?

for example, in new york city to watch the ball drop for new years day, people wait around 3PM even though it doesn't drop until 12AM.
