About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Hong Kong is considered to be a third country for the the purposes of a Transit visa

but Hong kong is not listed on the online application form?

The online form is not necessary, and often doesn’t work. Don’t worry about it.
