About:240-Hour Visa-Free Transit

Chicago to Beijing via Shanghai

Depart Chicago for Beijing, includes 3 hr layover in Shanghai. Beijing stay is for 4 days then to Tianjin to board cruise ship with first stop in Japan.

Does the layover in Shanghai matter? Once in Beijing can I still do the 144 hr TWOV?

Unfortunately, having a layover in Shanghai, you have ruined your eligibility for 144 hour visa free transit in Beijing. You will have to obtain a Chinese tourist (L) visa or rearrange your flights to avoid the situation like you have presented.
