About:Visa on Arrival

Going from Hong Kong Airport to Shekou. Not a passenger so no option to use ferry from Skypier.

What is the fastest way to get to Shekou?
Is there a facility for VOA at Shenzhen Bay coming in by road?

Jazzzz, you didn't state your citizenship, but if you are an Emirati citizen, you don't need a visa at all. Emirati citizens can enter China absolutely visa free including Shenzhen. So, if you are an Emirati citizen, you can take a direct, cross boundary bus directly from HKIA and travel to Shenzhen via any available border crossing.

In case that you are not an Emirati citizen, although it would be quite useful to know what passport do you use, you cannot take Shenzhen Bay crossing because there is no VOA facility there. I would definitely suggest you to use Lo Wu / Luohu border crossing and you can reach it by first taking a bus number 43, exit at Sheung Shui railway station and proceed by train to Lo Wu. From there to Luohu, obtain a Shenzhen VOA and continue to the center of Shenzhen by metro.

As far as I know, there is no ferry service between Tuen Mun and Shekou.

In that case, your best bet is to take a combination of bus + train via Lo Wu / Luohu border crossing, as described above or to take a direct cross boundary bus from HKIA that has to go through Huanggang border crossing where a Shenzhen VOA facility is located.
