About:72-Hour Visa-Free Transit

am i eligible for visa free ? is this considered as 2 cities

I am flying with a U.S. passport to Melbourne and i am connecting through Beijing. At beijing i have to collect my baggage and recheck in with another airline. Then i have a flight to Shanghai or Xiamen and then i change to a flight to melbourne. I assume that since i need to collect my luggage in beijing i would need a 24 hour visa free transit, but my question is- am i eligible for that 24 hour visa free if I am stopping at another city such as Shanghai or Xiamen (just for 2 hours) and not just continuing straight on to melbourne.?

Marc, you are perfectly allowed to travel through two different Chinese cities on your way to the third country. All you should take care is that your entire transit time is less than 24 hours. Your transit time is calculated from your first scheduled landing, until the last scheduled departure. If this time is less than 24 hours, you are eligible for 24 hour visa free transit.

One detail more. After your landing, you will apply for 24 hour free entry permit to be allowed to continue your transit through China. You should have your flight tickets in hard copy (e-tickets printouts) and after your entry permit is granted, you will continue by domestic flight to Shanghai or Xiamen. You have to be very cautious if taking a flight to Shanghai because this city has two airports. This is not a problem for itself, but it can be a problem if your layover in Shanghai is too short and you have to make a transfer from one to the other airport. Again, this is not a problem, but the rule is that you need at least 4 to 5 hours for this transfer, so have this detail in mind.
