24 hr transit visa for Indonesia Citizen

my ticket is Jakarta-Vienna-Jakarta and i am Indonesia citizen, i will have 3 hour transit in shanghai/Beijing . my question are:
1. can i apply for 24 hr free visa
2. how i apply this?
3. is my transit time enough ? or i need more longer time to transit ?
4. is possible for me to going out to Beijing if i have 20hr time transit? beause i would like to go to see the forbidden city.

First, you are eligible for the 24-hour visa-free tranist. The transit time is enough. You don't have to apply in advance. Just show your passport, onward air ticket with confirmed seat and date,visa for a third country or region (if needed) when you arrive. You can go out of the Beijing airport to Forbidden City. 20 hours are enough for that. But you need to apply for 24-hour visa-free entry permit at Beijing airport.
