Transit in Shanghai via PVG airport

Hi, my wife and I are both on romanian passports and plan to travel virgin atlantic from London to PVG and two days later fly from PVG to Kuala Lumpur Malaysia. Can we travel under the transit visa free? And if we can, could we book a hotel in Shanghai and visit the city?
Thank you, Alin

It is obviously ok for visa-free transit, assuming your PVG to KUL flight is non-stop. You should book a hotel in Shanghai and have the printed details ready when you arrive at Chinese immigration.
