About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

I fly into Shanghai, arriving 5pm and stay overnight in a hotel,

Then I will get on a Royal Caribbean cruise departing SH 4:30 pm the next day. We cruise for 7 days in Japan, returning to SH, then staying on the same ship (arrive 7am leave 4:30pm) leaving to Japan for another 5 days then returning back to SH. At this point we will probably spend a couple days in SH before departing China.

My question is, do I need a multiple entry visa, or can I get a double entry visa and use the 24 hour visa free exception when the cruise ship enters SH in the middle of my cruise?

The exact itinerary will be important to answer your question. For Japan > Shanghai > Japan is not transit thus not eligible for 24 hour visa free transit. Are you on a group tour by approved Chinese travel agency in Shanghai?
