About:Hainan 30-Day Visa-Free Access

HEading to SANYA from BAli with transfer in Shenzhen . Visa ?

Hello. I am a business visa holder and resident in Hainan Sanya, renting apartments, registered and actually living there, leaving for business sometimes. But my friend is citizen of Russian Federation do not have any visas now and we are going to Hainan, Sanya from Bali. Before my friend visited Sanya already and used a direct flight from Moscow and she got the visa on arrival. But as far there is no direct flight we booked tickets with transfer in Shenzhen heading to Sanya.
Tickets have been booked already but just now think about this stop in Shenzhen, do they give a visa on arrival in Shenzhen, or can transfer to next flight to Sanya without visa and get visa on arrival in Sanya?

Simply speaking, such an itinerary is not eligible for any kind of visa free transit scheme because to be eligible to enjoy visa free transit, this itinerary misses the third country. Also, this itinerary is not eligible for a Shenzhen VOA because it is not allowed to use a Shenzhen VOA to travel to a destination within mainland China. In the end, any visa free option and VOA for Hainan requires that a visitor arrives directly from some foreign country and not from a mainland Chinese airport.

In short, you friend will need a Chinese tourist (L) visa obtained in advance. Simply speaking, there is no other option. Of course, you can rearrange the flights to use Hong Kong instead of Shenzhen.
