Aunthenticating documents ie degree certificate and police clearence certificate

My sister is going to China to teach for a year, they need her to sent through her degree and police clearance certificate but they need those copies authenticated instead of certified. Where will she get these done and is there a cost involved.

The deeds or certificates should be authenticated by the Department of International Relations and Cooperation of South Africa (DIRCO) and then submitted to the Chinese Embassy/Consulate-General for authentication. The fee is free.
