About:24-Hour Visa-Free Transit

Can I leave the airport with a 24-hour visa-free transit?

I have an 11-hour layover in Pudong Airport Shanghai, coming from London to Auckland. I want to leave the airport to see some of the city within the 11 hours, am I allowed to leave the airport with the 24-hour visa-free transit? Or do I need a different type of visa? Perhaps a temporary stay permit? I have read about this permit online but have found little information on it.
Thanks

The ability to leave the airport is up to immigration discretion. If it's not overnight with hotel reservation then you will likely be required to stay inside the airport. You can apply for the permit to leave the airport by filling out the blue turn at the 24/144 transit desk when you arrive.
