Bob, you are not allowed to travel to SZ via a mainland Chinese city, in your case Shanghai, to obtain a VOA. Unfortunately, you will have to apply for a Chinese visa in advance. By the way it is allowed to travel to SZ from many parts of the world in order to obtain a VOA and not only from Hong Kong, but not via a mainland Chinese city. At least, when you obtain a Chinese visa, its validity is 10 years for US citizens, so you can consider this circumstance of some kind of investment because the price for a VOA is roughly the same as the 10 year multiple entry Chinese visa.
One detail more. When a visitor to SZ, staying there on VOA decides to depart from the city, he/she is not allowed to depart via a mainland Chinese city. Only direct (nonstop) flights out of China are acceptable for that purposes.
When we talk about your possibilities, I will tell you one more, so you can decide by yourself what to do. In reality, you could fly on the following itinerary:
US - Shanghai - Hong Kong (or Macau)
Like this, you would be eligible for 144 hour visa free transit in Shanghai and after that you can enter SZ from Hong Kong by applying for a visa at the border crossing. For your journey back home, you will cross again to Hong Kong (or Macau) and depart from there using the itinerary:
Hong Kong (or Macau) - Shanghai - US
Like this, you would be able to enjoy 144 hour visa free transit in Shanghai again.
