Bob, to be eligible for visa free transit in Shanghai, two main conditions have to be fulfilled:

- You citizenship has to be among 53 eligible countries
- Your itinerary that encompasses three different countries and eligible territories (Hong Kong, Taiwan and Macau) has to be eligible

You don't need to do anything in advance and if you have fulfilled the above mentioned conditions you will print out your tickets and declare at the check-in in the country from where you will depart toward China that you intend to fly to C country through Shanghai using 24/144 hour visa free transit scheme. That's it.
