May I apply for a visa to Thailand via the Chinese embassy in Yaounde?

Greetings.
I live in Yaoundé and need a visa to Thailand for a short stay (nine days). There is no Thai embassy in Yaoundé and I have been advised to apply at the Chinese embassy. Would you please confirm whether I can apply from your embassy, kindly let me know what documents I need to submit and how long it takes to process the application?
