Visiting Xiamen and Shanghai by Cruise ship

We are visiting China by Cruise ship. Is it possible to apply for the 144hrs visa? We are visiting Xiamen for 1 day and Shanghai for 2 days.
We always sleep on the ship, so we have no hotel.
Here is the itinerary:
We are flying from Amsterdam to Hongkong
Hongkong-Xiamen-Shanghai-Naha-Ishigaki Island-Kaohsiung-Manila-Hongkong-Halong Bay-etc
We are dutch passportholders. The ship has the flag of The Netherlands.
Thanks in advance

No, you need to apply for a China visa in advance in your country.
