Dear, if you intend to stay in Shanghai for 14 night holiday, you should apply for tourist L type in advance.

You can stay up to 144 hours (6 days), and is not related to whether or not UK is in the EU at that date. You are free to leave the airport of course. One tip though, if you are staying over 24 hours, and not staying at a hotel, you need to register your stay with the local police. The hotel will take care of this for you automatically.
Safe travels!
