About:How to Travel to China without a Visa

I will travel from Yangon to ulaanbatur via Beijian. Will I need transit visa for only 4 hours?

No, you will not. Your itinerary:

Yangon - Beijing - Ulaanbaatar

So, with only 4 hours in transit in Beijing, you are definitely eligible for 24 hour visa free transit. You should just secure to have all your tickets in hard copy, although I assume that you will be flying on a single (through) Air China ticket. Also, keep in mind that you will be asked to present your Mongolian visa at the check-in in Yangon and after that in Beijing too.
