how can we get to the Tiger Park from Harbin Railway Station? Is there a bus from there?

Yes, you can take bus No.127 to Xuezi Street Station, and walk east of 1.4 km to your destination. It takes around 1.5 hours with CNY2. Or you can take taxi with CNY30-40.
