No. My intention was to explain the hypothetical situation where you and your wife have been granted a Chinese visa previously and your kids haven't and as such to approach the border crossing and apply for Shenzhen VOA for all four family members. In other words, Chinese immigration staff are willing to grant a Shenzhen VOA to the kids not having been granted Chinese visa previously if in company with parents who are fulfilling this requirement.
Anyway, if you are applying for a Chinese visa in advance, which is recommended for Malaysian citizens at the time being, then you should also apply for your children. The reasons are simple:
- By having a Chinese visa obtained in advance you are not longer limited to just Shenzhen Special Economic Zone, but you can travel all over the country and your kids would not be able to do that because they can only obtain Shenzhen VOA at the border crossing that is territory limited.
- The price for a Shenzhen VOA should be roughly similar to that obtained in advance, so it is better to have a visa obtained in advance for your kids also. This is also my strong recommendation.
