About:Visa on Arrival
I am an Indonesian with previously granted Chinese visa on old passport.
Am I eligible for Shenzhen VOA?

Yes, you are eligible, but you have to bring your old passport with you. It is absolutely necessary that your old passport is in good condition and that your old Chinese visa is also clearly visible. It has to be a visa granted by Chinese embassy or consulate and not one of VOAs.0
