Is it possible to apply for a Chinese visa type L(tourist) in Tokyo?

Hello, I am a Thailand studying in Japan and Holding a student visa, Is it possible to apply for a Chinese visa type L(tourist) in Tokyo?

Yes, you can apply for it at the China Visa Application Service Center in Tokyo.
