Arleen, you can't apply in Philippines as Chinese Consulate there only accepts the third country citizen with long-term Philippines visa. You may need to apply in your home country.

This, simply, isn't true. I'm an American on a tourist visa in the Philippines and I have been granted two (2) M Visas and an L Visa from the consulate in Manila.

Dear sir, is this true.I need to get a tourist visa for China. I'm currently in the Philippines. I really don't want to go to Hong Kong. The Chinese embassy said I needed to do it in my home country. Can you please advise today. Cheers.
