About:24-Hour Visa-Free Transit

WHY IS IT THE 24-Hour Visa-Free Transit FOR FILIPINO PASSPORT HOLDER IS NOT ALLOWED IN GUANGZHOU?

I wish there's a site who can explain to us why its not possible for us to get this 24 hour visa free transit in Guangzhou.
Everywhere i searched they said Filipinos are welcomed to get this 24 hour TWOV. But its not true. We experience being denied and its heartbreaking. It happened to us and we end up being stuck in the airport for 24 hours.

It sounds as you were just denied to leave the airport.
Nobody has a guarantee on a 24h twov to leave the airport, it's up to the immigration.
It has nothing to do with your nationality.

Transit without visa and entry permit to leave the airport are two different things. You were not denied TWOV:

"Passengers with a confirmed onward ticket for a flight to a third country within 24 hours. They must stay in the international transit area of the airport and have documents required for the next destination."

You were denied the entry permit. It only says you can apply for an entry permit on arrival. No one is guaranteed entry permit to leave the airport.
