About:240-Hour Visa-Free Transit

Does the 144hour free visa qualify for 2 days, 1 night in Beijing then same in Shanghai

Does the 144hour free visa qualify for sailing in for 2 days, 1 night in Beijing followed by immediately sailing in for 2 days and 1 night in Shanghai? If so what is the next step? Do we still need to go to a Chinese Consulate for fingerprints and photo?
If we don't qualify for the 144 free visa what is the next step?

For this trip you have to apply for a tourist visa in advance.
