Is there a non-stop flight from Brussels to Shanghai? If your itinerary is really Brussels-Amsterdam-Shanghai-Amsterdam-Brussels then your travel agent is correct and you need a visa.

George, if your itinerary is Brussels - Shanghai - Amsterdam - Brussels and you don't have any other stop, then you are definitely eligible for 144 hours visa free transit in Shanghai. They will definitely allow you to board the plane. You should just have your tickets in hard copy, ready to be shown to relevant authorities in both Brussels at check-in and in Shanghai upon arrival.
