X1 visa to Z viza

Hi, I am an Albanian citizen, I own a student visa X1 and live in Beijing. I want to change my visa to Z( working one) because I will move and work in Harbin. I know that all the provinces have different rules. Does anyone have any information if it is possible to change it in Harbin or I need to go to a 3rd country or the worst if I need to go back home in order to apply?

Enea, you can change X1 to Z type at local PSB. Have a try! If not, you can change it in Macao or Hong Kong.
