Actually, not. Recent practice of Chinese immigration authorities has seen refusal to grant Shenzhen VOA to Filipino passport holders even in case when they have been granted a Chinese visa previously. My suggestion is that you not apply for Shenzhen VOA at the time being because you will be denied a visa with high probability. You should postpone your visit to Shenzhen or obtain a Chinese visa in advance.0
