No hotel booking information

Hi, I will be flying to Shanghai in a three weeks time. My friend is taking care of the hotel booking for me. He will only be able to get to the booking closer to my departure. But, I have the flight information and everything. Can I submit all the documents less hotel booking first to get the visa?
