Formally, Hainan VOA is functional, but since you have asked, I would definitely suggest you not to try this option, but to apply for 30 day visa free access. During the last two years, Chinese authorities are strongly engaged to promote 30 day visa free access and to downplay Hainan VOA. You will see that Hainan VOA is described so poorly and even the travel agencies are trying to diminish its importance. Of course, the agencies have their interest because you have to purchase some of their services and also apply through them to be granted 30 day visa free access. In reality, make yourself a favor... Stay at the safe side, apply through the agency, for example this one, and you will spend the same or similar amount of money for their service as it would be for VOA cost. Also, like this you would be 100% certain that your travel to Hainan would be without obstacles.
