Taking minor (2.5 year old) with me on X1 Visa

Me and my wife recently got admission in one of chinese universities and we are soon to apply for X1 visa. However, we have a son who is 2.5 years old and we want to take him with us on S1 Visa.
Since, at the moment we dont have residence permit and only have admission notice and jw201 form, can we still apply for his visa? He is minor and obviously can not come later self supported.

Yes, you can submit his application together with yours.

Will embassy process his case without residence permit? They will not have any issue?
