Lili, unfortunately, Taiwanese visa is useless for this purpose. The only thing that could help you in obtaining of VOA is only if you have been granted a mainland Chinese visa previously by Chinese embassy or consulate. As I can realize, you don't have such a visa, so I will suggest you to obtain a full Chinese visa before your departure for Hong Kong. This is really the best advice I can give you because all other options are useless. With a visa in your passport you will be definitely allowed to travel in mainland China without any worry whether you will be allowed to enter the country or not.
