Non Philippine National z visa in Cebu

Hi, can a non Philippine National apply for z visa at the Chinese embassy in Cebu?

Having all necessary requirements..

Gift, if you have a legal proof of residing, working or studying in the Philippines, you can apply at Chinese Embassy in Cebu; otherwise, you may need to apply in your home country.
