I need to go to Shenzhen for 2 days Summit held in city from Hong Kong

Hi, I am Ukrainian, and want to fly to Hong Kong and go by MTR to Shenzhen for 2 days Summit. Can I buy Shenzhen Visa from the Lo Wu border crossing?
