I doubt that this information is correct. There are various reports, that the transit through Urumqi is possible, as long you stay below the 2h transit time and the total time in China is below 24h. On the other hand there´s no single report that anyone was denied boarding (except the incident of these two girls from NZ who thought they are eligible for a 72h TWOV and were detained in URC). The only exception to this are passport holders from mainly islamic countries. The Timatic database is quite cryptic on the Urumqi situation though. China Southern warns on their own website, that the stopover route through Urumqi is not eligible for a 72h TWOV.
To summarize: If the stop in Urumqi is below 2h, you will get a 24h transit allowance for China. You will not be able to leave the airport or stay longer in Urumqi than 2h, but you can stay in China for 24h.
