flight and hotel booking before applying for tourist visa hong kong

Do i need to make arrangement for flight ticket before sending tourist visa application documents to HK immigration department ? is it necessary to book flight and hotel before applying for HK visa? I will travel from Pakistan.

Yes, you need to present both flight tickets and hotel reservstion to apply for the visa so you need to book them in advance.
