Yes, you can use the 24-hour visa-free transit service. You need to apply for a stay permit at the counter to leave the airport.

Just to add that you will not apply for any kind of visa upon your landing in Beijing, but for 24 hours free entry permit. The counter is located close to immigration. Please, just use correct terminology because if you ask for 24 hours visa, you will be denied because there is no such a thing, but always and always ask and apply for 24 hours free entry permit. So, there is no visa. You should have your hotel booking in hard copy. There will be no problems.

I'm really so sorry because recent practise by Chinese immigration, especially in Beijing, with such a long layover and with an accommodation provided by airline, has been quite generous and your case is indication that something has gone very wrong. I can just assume what it was, but somewhat I bet on some "naughty" stamps in your passport like Turkish one. To summarize, we will have to adapt on quite stricter approach by Chinese authorities and offer more cautious suggestion and opinions. I just hope that you have found some kind of amusement for kids at that awful place called airport. I know that I cannot help you, but at least your hassle will be used to warn others about practical impossibility of obtaining entry permits during 24 hours visa free transit.
