Since you have two landings within mainland China, you are limited to 24 hours visa free transit. You can calculate your entire time in China from your first scheduled landing in Guangzhou until your second departure from Beijing. If your entire time is shorter than 24 hours, you are qualified for 24 hours visa free transit. If your transit takes more time, you will need to obtain visa in advance.
You didn't write your layover duration in both cities, so I will assume that since you have mentioned Guangzhou as a short stop, that your longer layover will be in Beijing. So, if I'm right, you will apply for 24 hours free entry permit upon landing in Beijing and if your layover is longer than 8 hours, you have good chances to be allowed to exit the airport and to make a stroll in the city. By the way, in case that you exchange the airlines in Guangzhou and in case that you have to collect your luggage and perform new check-in, then you will have to apply for 24 hours free entry permit in Guangzhou.
