Which comes first

Hi! Im confused. Im applying for z visa. My employer says I need my diploma and No criminal record be authorized by the embassy cause they need it to get me a work permit in China. But I have also ready some posts saying that I need my work permit first before having to authorize anything. Which comes first?

The attestation of your documents is the first thing. Then only the employer can get work permit for you.
