About:Policy for Foreigners with Immediate Family Living in China

Is there any penalty if one didn't apply for a residence certificates if will be going home

Residence Certificate (Household registration or proof of temporary residency where he/she lives for over 6 months)....

Dear, if you didn't apply for residence permit, you may overstay in China. You might be put into a detention camp for 5 to 15 days and repatriated to your home country. It's possible you will be blacklisted.
