Can I do this without a visa?

Coming from USA to Guangdong, staying for 3 hours, flying to Bali, Indonesia.

Do I need a visa?

No, you don't. In case that those are your only stops within the itinerary, you are definitely eligible for 24 hours visa free transit in Guangzhou or Shenzhen airport. You have written Guangdong and that is the name of the province and within the province there are several airports, but the most important ones are Guangzhou and Shenzhen.
