Can a Filipina resident fly from Hong Kong to Shanghai for 72 hours then on to Manila?

Now, i'm a bit confused with your question because Filipino resident can be of any citizenship. I'm telling you this because Chinese visa free transit rules don't distinct among someone's residence, but only someone's citizenship. Really, citizenship makes you initially eligible or not. So, if the person from your question is of Filipino citizenship, she/he cannot enjoy 144 hours visa free transit scheme, but if she/he is of US or any other among 53 eligible citizenship, then the answer is yes she/he can. By the way, 144 hours visa free transit for Shanghai has replaced old 72 hours.
