I am a Vietnamese student at Adelaide . Where is the address I need to go to submit the application?

I've asked and nobody know where to submit in person. Some told me to go to the Hong Kong Embassy in Canberra. Other told me to send the documents by mail to Hong Kong. Which one is right and faster?
