2. You can obtain a transit visa and you will be definitely allowed to exit the airport and to enjoy the hotel. Anyway, having in mind all the procedure for obtaining the visa that is associated with relevant costs to obtain one, I would say that this is no value investment. I would rather rely on my very good chances in obtaining free entry permit upon landing.
