Transit with different air ticket bookings

Hello, let's see if somebody can help me.

I am flying from Washington, DC to Shanghai, staying there for 4 days, and have a planned trip to Seoul. I stay in Seoul for other 4 days, then I go back to Shanghai and less than 24 hours later I flyback to the US. Can I be eligible for two visas on arrival? Thank you!
