i have a x1 visa to tourist visa

I am in China on a student x2 visa and am leaving in July is it possible for me to apply for a new tourist visa while still in China before i leave and then come back on the tourist visa at the end of July.

Michael, you can change your X2 visa to a tourist L visa while you are still in China. However, there will be no entry on the L visa. It means once you leave China, the L visa will become invalid, and you need to come back on a new visa.
